Accelerating the Transition to Quantum-Safe Communication: A Call for Global Collaboration and Action

Abstract

Steady progress in quantum computing threatens our cybersecurity infrastructure and necessitates a faster transition to quantum-safe communication. Due to the international nature of communication networks, and the diverse range of stakeholders involved, this transition can only be successfully achieved through a structured global collaboration. The existing uncertainty regarding the long-term security of proposed solutions calls for a defense-in-depth approach, which mixes hybridisation between different techniques, including legacy cryptographic approaches, Post-Quantum Cryptography (PQC) based on mathematical problems and Quantum Key Distribution (QKD) based on quantum physics. This policy brief explores potential coordinated actions by G7 governments to accelerate the quantum-safe transition. Key initiatives proposed include establishing a global quantum-safe transition observatory, led by the G7 but inclusive of partners sharing a common vision, developing a Code of Conduct on Quantum Safety, and investing into quantum-safe infrastructures.
