This track examines how digitalization is reshaping the global economy, redefining money and financial systems, and highlighting the growing importance of data in statecraft. It seeks to develop strategies to harness the benefits of digitalization while mitigating risks such as digital inequities, data privacy concerns and disruptions to traditional economic models.

Marjorie Buchser

Consulting Fellow, Digital Society Programme, Chatham House

Marjorie is currently a senior advisor with the United Nations Educational, Scientific and Cultural Organization supporting member states with the development and implementation of robust human-rights based governance systems for digital technologies. She is also a senior consulting fellow with Chatham House, the Royal Institute of International Affairs, an independent policy institute based in London, UK. For almost a decade, she developed and launched high-priority strategic initiatives for the institute including its Sustainability Accelerator and Digital Society Programme (DSP), the institute’s first research program on technology policy. In 2018, she became the executive director of DSP, managing a team of multidisciplinary researchers and overseeing research projects on data flows, artificial intelligence and digital platforms governance. Prior to Chatham House, Marjorie worked as an associate director and Global Leadership Fellow at the World Economic Forum in Geneva and New York, where she led the organization’s digital innovation projects and managed the Technology Pioneer Programme. She was also a senior strategist at Purpose, a social impact agency, where she developed various advocacy campaigns related to digital inclusion. Marjorie graduated magna cum laude from the Swiss Federal Institute of Technology in Zurich (ETHZ) with an M.A. in comparative and international Studies as well as an M.A. in political and social sciences from the Université of Lausanne.

Luca Belli

Professor, Fundação Getulio Vargas (FGV) Law School; Director, Center for Technology and Society, FGV

Luca Belli is professor of digital governance and regulation at Fundação Getulio Vargas (FGV) Law School, Rio de Janeiro, where he directs the Center for Technology and Society (CTS-FGV) and the CyberBRICS project. Luca is also editor of the International Data Privacy Law Journal, published by Oxford University Press, and director of the Computers Privacy and Data Protection conference Latin-America (CPDP LatAm). He is currently a member of the Brazilian presidency’s National Committee on Cybersecurity, a board member of the Global Digital Inclusion Partnership and a member of the Steering Committee of the Forum for Information & Democracy. He is the author of more than 80 publications on law and technology and his works have been quoted by numerous media outlets, including The Economist, The New York Times, the Financial Times, Forbes, Le Monde, BBC, China Today, The Beijing Review, The Hill, O Globo, Folha de São Paulo, El Pais and La Stampa. Luca holds a Ph.D. in public law from Université Paris Panthéon-Assas and can be found on LinkedIn and on X as @1lucabelli.

Ananya Kumar

Deputy Director, Future of Money, GeoEconomics Center, Atlantic Council

Ananya Kumar is the deputy director for future of money at the GeoEconomics Center. She leads the center’s work on the future of money and does research on payments systems, central bank digital currencies, stablecoins, cryptocurrencies and other digital assets. Her analysis has been cited by The Economist, the Financial Times, The Wall Street Journal, the Federal Reserve, the International Monetary Fund and the World Bank. Ananya previously worked in research assistant capacities at the Carnegie Endowment for International Peace and the Foreign Policy Institute at the Johns Hopkins School of Advanced International Studies (SAIS). She has also worked as a legal analyst at Sidley Austin LLP in New York City. She holds an M.A. in strategic studies and international economics from SAIS, where she was a Merrill Center fellow. Ananya graduated cum laude from Bryn Mawr College with a B.A. in economics and political science.

Peter Morgan

Senior Consulting Economist and Advisor to the Dean, Asian Development Bank Institute

Peter J. Morgan is senior consulting economist and advisor to the dean at the Asian Development Bank Institute (ADBI) and has been with ADBI since 2008. He has 23 years’ experience in the financial sector in Asia, most recently serving in Hong Kong as chief Asia economist for HSBC, responsible for macroeconomic analysis and forecasting for Asia. Previously, he served as chief Japan economist for HSBC, and earlier held similar positions at Merrill Lynch, Barclays de Zoete Wedd and Jardine Fleming. Prior to entering the financial industry, he was a consultant for MetaSystems Inc. in Cambridge, MA, in energy and environmental analysis, and at International Business Information K.K. in Tokyo, in financial sector consulting. He earned his M.A. and Ph.D. degrees in economics from Yale University. His research interests are in macroeconomic policy and financial sector regulation, reform, financial development, financial inclusion, fintech, financial literacy and financial education. In 2019, he served as the lead co-chair for the Task Force on the Future of Work and Education for the Digital Age for the Think20 process, an engagement group with the G20.
